Dicari Armada Busway Koridor 4 hingga 7

BeritaJakarta - Pemerintah Provinsi DKI Jakarta saat ini sedang membuka kesempatan kepada para pengusaha dan operator bus untuk menyediakan bus untuk busway koridor 4 hingga koridor 7.

Wakil Kepala Dinas Perhubungan DKI Jakarta Udar Pristono, Selasa (25/7) mengungkapkan, pihaknya akan memberi kesempatan kepada perusahaan pendatang baru sekitar 40 persen dari total kebutuhan bus untuk empat koridor yaitu 200 unit lebih. Sedangkan 60 persen sisanya diberikan kepada PT Mayasari Bakti, PPD, Steady Safe, dan Pahala Kencana yang tergabung dalam Konsosrsium PT Transbatavia dimana selama ini keempat perusahaan itu sebagai penyedia bus untuk busway koridor II Pulo Gadung-Harmoni dan koridor III Harmoni-Kalideres.

Pristono menjelaskan, International Finance Corporation (IFC) sanggup memberi bantuan modal bila perusahaan atau operator yang nanti terpilih membutuhkan tambahan dana untuk pengadaan bus.

"Perusahaan atau operator bus yang terpilih, musti memiliki keahlian dalam bidang jasa transportasi, memiliki kemampuan keuangan dan kemampuan teknis serta menawarkan nilai sewa bus per kilometer yang kompetitif," kata Pristono.

Pristono optimis, busway koridor 4 hingga 7 mulai dikerjakan awal bulan Agustus 2006 dan mulai beroperasi 15 Januari 2007 mendatang.

Busway operator to make route safer

The Jakarta Post | JAKARTA: Busway operator PT TransBatavia is considering building more crossing bridges on the Harmoni-Kalideres route for pedestrians' safety.
City administration secretary Ritola Tasmaya said Friday that a number of proposals had been made by consortium members -- including the administration -- but no decision was reached.
"We are still not sure what to build, maybe more crossing bridges so people can cross the road safely," he said.

A pedestrian, Wawan Dharmawan, died Thursday after being hit by a busway bus.
It was the third fatal accident involving a busway bus on the route since it opened in January.
"Keeping the busway operating and road users safe are both priorities," Ritola said. --JP more

Pasokan gas kurang

BeritaJakarta - Gubernur DKI Jakarta Sutiyoso menyesalkan kurangnya suplai gas dari PT Perusahaan Gas Negara (PGN) untuk armada busway. Pernyataan itu disampaikannya menyusul tersendatnya pasokan gas untuk busway, Selasa (6/6). Kejadian itu menyebabkan sejumlah armada tidak beroperasi.

Karena itu, Mantan Pangdam jaya itu meminta agar PT PGN dapat menjamin suplai gas sesuai komitmen semula perusahaan tersebut kepada Pemerintah Provinsi (Pemprov) DKI Jakarta.

"Saya tidak ingin kejadian serupa terulang kembali. Oleh sebab itu, saya minta PT PGN segera mengevaluasi hal-hal teknis agar suplai gas tetap berjalan lancar," kata Sutiyoso, di Balai Kota, Rabu (7/6).

Apalagi, kata Sutiyoso, Jakarta dan Surabaya merupakan pilot project penggunaan bahan bakar gas (BBG) di Indonesia.

"Saya berharap PGN segera memperbaiki kinerja mereka. Saya tidak ingin ada kendala dalam penggunaan BBG di ibu kota," jelas Sutiyoso.

Di tempat yang sama, Udar Pristono, Wakil Kepala Dinas Perhubungan DKI Jakarta membenarkan sejumlah armada di koridor II dan III kemarin tidak dapat beroperasi. Hal itu disebabka0n bocornya pipa gas di Muara Karang, Jakarta Utara. "Akibatnya, suplai gas ke armada busway menjadi tersendat," ujarnya.

Namun, kata Pristono, saat ini kebocoran pipa gas itu sedang diperbaiki. "Mudah-mudahan segera selesai sehingga suplai gas bisa lancar kembali," ungkapnya.

Seperti diberitakan kemarin, sejak pukul 13.00 hingga pukul 17.00 WIB, sejumlah armada bus Transjakarta dan Transbatavia berbahan bakar gas di koridor II dan III tidak beroperasi karena kurangnya pasokan gas. Alhasil, pelayanan kepada pengguna busway menjadi terganggu.

Kantor awak busway dicuri

Beritajakarta | Bahan bangunan dan sarana yang memfasilitasi gedung perkantoran atau tempat peristirahatan awak busway di terminal di Jalan Lingkar Luar Barat, Rawabuaya, Cengkareng, Jakarta Barat banyak yang raib.

Fasilitas bangunan gedung perkantoran yang hilang tersebut diantaranya kaca dinding gedung, kusen kaca yang terbuat dari bahan alumunium, puluhan closed dan pompa air pun ikut raib. Sebagian kaca yang masih menempel di dinding pun banyak yang retak dan pecah.

Kepala Sudin Pehubungan Jakarta Barat Tanwir Panay ketika dikonfirmasi mengatakan, sebenarnya kejadian pencurian dan pengrusakan fasilitas bangunan gedung untuk perkantoran busway itu terjadi pada 15 April 2006. Dan pihaknya pun telah melaporkan ke piihak berwajib yakni kepolisian.

Dia juga mengatakan, gedung untuk perkantoran armada busway itu telah lama selesai pengerjaannya. Namun karena belum juga ditempati dan karena kurangnya pengawasan akhirnya banyak fasilitas gedung yang hilang. "Hilangnya fasilitas gedung itu terjadi disaat hujan deras pada malam hari," ujarnya.

Dia mengatakan, pengawasan dan pemeliharaan bangunan gedung tersebut tidak sepenuhnya kewenangan Sudin Perhubungan Jakarta Barat, tapi masih dalam kewenangan Dinas Provinsi DKI Jakarta.

Agar peristiwa itu tidak lagi terjadi, dia berharap kepada pengelola transjakarta dan transbatavia atau instansi terkait untuk segera menempati gedung itu.

Transjakarta to get new management form: City administration

The city administration has decided to take over the running of the busway, although current manager BP TransJakarta will still control the day-to-day handling of the successful bus line.

Deputy Governor Fauzi Bowo said the change in the organizational form was meant to enable TransJakarta to be more flexible when working with foreign and domestic investors.

"We think it's the best option for TransJakarta so it can grow faster to become a company," he said.

Fauzi said that as busway usage increased among Jakartans, TransJakarta would have to expand its services and would need a huge amount of investment.

After opening two new routes early this year, the number of passengers increased 27 percent, from 1.8 million in December 2005 to 2.3 million in January.

Four more busway routes are planned for construction this year.

The four new routes will take passengers from Pulogadung in East Jakarta to Dukuh Atas in Central Jakarta; Kampung Melayu in East Jakarta to Ancol in North Jakarta; Ragunan to Kuningan, both in South Jakarta; and from Kampung Rambutan to Kampung Melayu, both in East Jakarta.

The city will have a total of seven routes by next year.

Nadicorp Holdings Sdn. Bhd., one of Malaysia's largest transportation conglomerates, last month expressed interest in jointly operating the corridors.

In its current form, Badan Pengelola (BP) Transjakarta, under the authority of the Transportation Agency, cannot cooperate with other parties without the agency's approval.

Under the new management format, which is expected to be effective within a month, Transjakarta will have more independence, receiving its budget directly from the city administration.

Member of Commission B on economy and trade Selamat Nurdin said the change in management form would be allowed, as long as it would enhance Transjakarta's service to the public.

"The new form of public service board will make it serve the public more. But I hope the administration consider carefully when cooperating with foreign investors, because, as a new institution, Transjakarta is still staggering, especially in its financial condition," he said.

The administration must choose investors that could provide low interest investments, so that the management would be safe from highly indebted risk, said Nurdin. (06)

'MRT gives car owners alternatives'

The Jakarta administration is building a mass rapid transit system in response to the city's debilitating traffic conditions. The busway is seen as a temporary measure, to see the city through until the MRT is functioning.The Jakarta Post asked people about the issue.

Tom Anggara, 42, is the director of a travel agency in Harmoni, Central Jakarta. He lives in Kelapa Gading, North Jakarta:

It is time for Jakarta to have an MRT, to stop private vehicle ownership from getting out of control.

I am confident the presence of an MRT system would help reduce traffic congestion in Jakarta as people would have more options.
Look at the encouraging response to the busway, which is the only public transportation means offering safe, comfortable and fast service.

In term of its transportation system, Jakarta has left Manila, Kuala Lumpur and Singapore far behind.
However, the government needs to carry out a thorough environmental impact analysis of the MRT project.
The development of busway corridors has caused traffic jams in several areas that were not previously affected.
I hope the MRT does not add to the city's traffic problems.

The MRT system is the only way to improve Jakarta's transportation situation. But it must not only link areas in Jakarta. It must tie into the systems of supporting cities like Bekasi, Depok and Tangerang, because thousands of cars enter Jakarta every day from those areas.

If there was comfortable public transportation, many people would be happy to leave their cars at home. Another important thing to think about is the MRT's market. It should be targeting people on reasonable salaries.

I have ridden a motorcycle to work for more than eight years. I can manage my time because traffic jams are not a big issue for me. Many people do the same thing to avoid spending hours on the road.

TransJakarta responds

In response to the letter in The Jakarta Post on April 3 titled Busway service below standards, firstly we would like to thank Merikenin for delivering said feedback to the TransJakarta Management Agency.

The quality of our bus service in TransJakarta Corridors II and III is currently below the expected standard due to a shortage of buses. Out of the 31 buses planned to operate in Corridor II, only 26 are currently serving the line, whereas of the 40 buses planned for corridor III, only 35 are available. The rest of the buses are currently undergoing assembly and natural gas engine certification processes.

Consequently, the shortage of buses inevitably leads to overcrowding in Corridors II and III. The management also employs security guards to help with problems created by the overcrowding of Busway lines. They are tasked with controlling the queue line and assisting the passengers's entry to the buses.

We apologize for the inconvenience this has caused our passengers, and would like to offer our assurance that the TransJakarta Management Agency is working hard to rectify the problem.

With regards to unruly TransJakarta drivers's driving behavior, we assure our passengers that TransJakarta treats its busway drivers with the strictest discipline measures. TransJakarta Management has fired a number of its drivers for violating the service level required by the standard Operating Procedures and for driving irresponsibly.
